    Delegate M. Walker moves to amend the bill on page two, paragraph (D), subdivision (2), subsection (a) of section four, on line ten, following the words “January 1, 2014" by inserting a colon and the following proviso: “Provided, That in the event no one files for office that has any of the qualifications provided in paragraphs (A), (B) OR (C) of this subdivision, then any candidate who has a high school diploma or equivalent is qualified to serve as magistrate”.
